Open Government & Compliance
The Hidalgo County Regional Mobility Authority (HCRMA) is committed to advancing transparency and accountability through continuous improvement of its Open Government and Compliance practices. Guided by the Texas Comptroller’s Transparency Star Program and best practices outlined in the Texas Open Meetings Act and Public Information Act, HCRMA benchmarks its performance against statewide standards for public access, disclosure timeliness, and open data availability.
The Authority maintains a clear, user-friendly online portal where citizens can access governance documents, financial reports, and meeting materials. All Board meetings are recorded in digital video format, with recordings made available through the agency’s website and archived for at least 365 days following posting. These efforts reflect HCRMA’s ongoing dedication to strengthening trust, ensuring legal compliance, and promoting an open, informed relationship with the public.
Governing Body
The HCRMA is governed by a seven-member Board of Directors established under Texas Transportation Code Chapter 370, which provides policy direction, fiscal oversight, and ensures compliance with state laws and regulations. The Presiding Officer (Chair) is appointed by the Governor of Texas, five members are appointed by the Hidalgo County Commissioners Court, and one member is appointed by the City of McAllen. Each director serves a staggered two-year term in accordance with statutory eligibility and ethics requirements. When vacancies occur, notice is provided to the appropriate appointing authority — the Governor’s Office, Hidalgo County Commissioners Court, or City of McAllen — to initiate the appointment process. Interested individuals may submit applications or nominations to the respective authorities, and all appointees are selected based on qualifications consistent with Chapter 370 and must complete the required oaths of office and Open Government training prior to assuming their duties.
Open Meetings Act Compliance
In compliance with the Texas Open Meetings Act (Texas Government Code, Chapter 551), the Hidalgo County Regional Mobility Authority (HCRMA) ensures full public access to all meetings of its Board of Directors. The Board typically holds twelve (12) regular meetings per calendar year, scheduled on the fourth Tuesday of each month, with adjustments made as needed to accommodate holidays or other scheduling conflicts. All meeting dates are subject to change with proper public notice. Meeting notices and agendas are posted at least 72 hours in advance on this website and at the Hidalgo County Courthouse, and meeting minutes and video recordings are published online following Board approval. All meeting materials remain publicly accessible for a minimum of 365 days after posting. Video recordings of meetings are posted on this website within three (3) business days after the meeting has concluded.
