Title VI / Nondiscrimination

The 49 Code of Federal Regulations (CFR) Part 21 requires that all recipients of federal-aid highway funds comply with Title VI of the Civil Rights Act of 1964. Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs and activities of any entity that receive federal assistance. Other related regulations prohibit discrimination based on sex, age, and disability. Discrimination is an action or inaction, intentional or not, through which any beneficiary, solely because of race, religion, color, national origin, sex, age, or disability has been otherwise subjected to unequal treatment or impacts.

Title VI Complaints:
Any person who believes they, or any specific class of persons, to be subjected to prohibited discrimination based on race, color or national origin may file a written complaint individually or through a representative. A complaint must be filed no later than 180 days after the date of the alleged discrimination, unless the discrimination is ongoing, or the time for filing is extended by the FHWA. Complaints related to the Federal-aid highway program may be filed with TxDOT, FHWA Division Office, the FHWA Headquarters Office of Civil Rights (HCR), the USDOT Departmental Office of Civil Rights, or the USDOJ.

Complaints submitted shall be in writing and must be signed by the complainant and/or the representative. Complainants may complete the Discrimination Complaint Form in English or Spanish and submit to:
